Delta Omega, Omicron Chapter
Bylaws




I. Name

The name of this organization is the Omicron Chapter of the Delta Omega Society.

II. Objectives

The objectives of the Delta Omega Society and Omicron Chapter shall be to encourage scholarship and research among persons undertaking graduate study in the science of public health and to recognize attainment in the field of public health.

III. Officers and Administrator
The officers of the Chapter shall consist of a President, and a President-Elect. Administrative support for the Chapter shall be provided by a Chapter Administrator. The duties of these persons shall be as follows:

A. President
The President shall serve as the chief administrative officer and principal elected official of the Chapter. As such, the President shall:
  1. Coordinate the activities of the Chapter;
  2. Appoint the members and chairpersons of all committees, unless otherwise expressly provided by these bylaws;
  3. Appoint an alternate Chapter Delegate to the National Council if deemed appropriate;
  4. Call, preside at, and be responsible for the agenda of all meetings of the Chapter; and
  5. Perform such other duties as ordinarily pertain to the office of president.
B. President-Elect
The President-Elect shall serve in the capacity of a vice-president. In the temporary absence of the President, the President-Elect shall assume all the duties and have all the authority of the President. In addition, the President-Elect shall perform such duties as are assigned by the President.

C. Chapter Administrator
A secretary from the Dean's Office shall serve as the Chapter Administrator. The Chapter Administrator shall be responsible for the financial and business affairs of the Chapter. As such, the Chapter Administrator shall:
  1. Give proper notice of all Chapter meetings on order of the appropriate authority;
  2. Prepare accurate and complete minutes of all meetings;
  3. Supervise the collection and accounting for any funds that may be collected in the form of dues, assessments, and initiation fees, and maintain proper records of such funds;
  4. Render a report for presentation at the annual meeting each year; and
  5. Perform such other duties as ordinarily pertain to the position of administrator.
IV. Nominations and Elections
A. Nominations
  1. By Nominating Committee
    The Nominating Committee shall convene at least ten (10) days prior to the annual meeting and shall submit to the Chapter at the annual meeting a list of the names of one or more qualified nominees for each office and other positions for which election is required, to which is attached a statement of the chairperson that each nominee has agreed to stand for election to office.

  2. From Floor
    Nominations for any office or other elected position may be made from the floor at the annual meeting.
B. Qualifications for Elections
Officers must be active members of the Chapter at the time of nomination and election and officers and other persons elected to positions must remain active members during their terms. Failure to maintain such status shall immediately create a vacancy in the office or other position involved. Positions, other than as officers, to be filled by election are three (3) places on the Executive Committee and Chapter Delegate to the National Council.

C. Elections
Voting for officers and other elected positions shall be by written ballot at the annual meeting. If no nominee receives a majority of the votes for any office or other elected position, the lowest nominee, in turn, shall be removed from the ballot until a nominee receives a majority of the votes cast.

D. Terms
  1. The President shall serve a term of one (1) year.
  2. The President-Elect shall serve a term of one (1) year.
  3. Elected members of the Executive Committee shall serve terms of two (2) years, except that at the first election under these bylaws, one shall be elected to serve a one (1) year term.
  4. The Delegate to the National Council to represent the Chapter shall serve a term of two (2) years.
  5. After the first election under these bylaws, the office of President shall not again be filled by election, but the office of President shall be filled by the President- Elect at the termination of the President's term of office.
E. Vacancies
Vacancies in any office or other elected position except President shall be filled by the Executive Committee until the next annual meeting. In the event of a vacancy in the office of President, the President-Elect shall succeed to the office of President.

V. Committees
A. Executive Committee
There shall be an Executive Committee comprised of the President, the President- Elect, the immediate past President, the chairpersons of the program and membership committees, and three (3) members elected by the Chapter membership. The President shall serve as chairperson.

The duties of the Executive Committee are to conduct the affairs of the Chapter between membership meetings. The Executive Committee shall meet at least two (2) times during each calendar year.

B. Program Committee
The Program Committee shall consist of at least three (3) members.

The duties of the Program Committee are to develop and to organize educational programs in connection with the activities of the GSPH and public health organizations, in conformity with instructions from the President and the Executive Committee.

C. Nominating Committee
The Nominating Committee shall consist of at least three (3) members.

The duties of the Nominating Committee are to make nominations in accordance with Article IV of these bylaws and such other provisions of these bylaws as establish duties for the Committee, and to conduct the elections in accordance with Article IV of these bylaws.

D. Membership Committee
The Membership Committee shall consist of at least three (3) members.

The duties of the Membership Committee are to propose candidates for election to each of the three categories of active membership. In proposing faculty members, the Committee shall give particular attention to outstanding public health performance in scholarship, teaching, research and the quality of publications, through a careful review of the curricula vitarum.

E. Additional Committees
The Executive Committee may establish additional committees at its discretion, which shall perform such duties as are assigned to them.

F. Committee Procedures
All committees shall:
  1. Maintain a record of attendance at their meetings;
  2. Maintain a record of their procedures;
  3. Submit timely reports of their activities and copies of the minutes of their meetings to the Executive Committee; and
  4. Submit a summary report of their activities during the year at the annual meeting.
VI. Meetings
A. Membership
  1. The annual meeting of the Chapter membership shall be held during the period between February 15th and April 15th each year.
  2. Other meetings of the Chapter membership may be held at the call of the President.
  3. The order of business and agenda shall be determined by the President.
  4. All membership meetings shall be held in Pittsburgh, Pennsylvania.
B. Committees
  1. Committees shall meet at the call of the committee chairperson or of the President.
  2. All committee meetings shall be held in Pittsburgh, Pennsylvania.
C. Notice of Meetings
Written or printed notice stating the place, day and hour of any Chapter meeting or of any committee meeting shall be delivered either personally or by mail to each person entitled to be present thereat not less than five (5) days before the date of such meeting.

D. Quorum
The presence of ten percent (10%) of the active members of the Chapter at a membership meeting shall constitute a quorum for transaction of all business. The presence of the lesser of three (3) members, or half of the members, of any committee, shall constitute a quorum for any committee meeting.

E. Manner of Action
Except as otherwise specified in these bylaws, the action of a majority of the members present and voting at which a quorum is present, shall be the action of the group.

VII. Membership Categories
A. Active Members
  1. Students
    Active members from the student body shall be elected at the annual meeting. They shall be chosen with due regard to their scholarly attainments and the honorary character of the Society. In order to be eligible for active membership in the Society as a student member, the student shall (a) possess a bachelor's degree or a degree equivalent to or higher than the bachelor's degree, and (b) shall have completed one (1) full year of academic courses or be in the last rating period leading to an advanced degree in public health, and (c) shall intend, so far as can be ascertained, to follow a career in public health or in allied health sciences.

    A number equal to no more than ten percent (10%) of graduating students shall be elected to membership in any one year. Those elected shall be from the upper twenty-five percent (25%) in class standing and have demonstrated present or potential qualities of leadership in public health in addition to academic excellence. The total student group from which the selections are made shall include only persons who are candidates for or who have received an advanced degree in public health during that current academic year. Election of student members shall be made only by active members who are also members of the faculty of GSPH.

    The term, "advanced degree in public health," as used in these bylaws, refers to the following degrees: Master of Public Health, Master of Science in Hygiene, Master of Health Administration, Doctor of Public Health, Doctor of Philosophy, and Doctor of Science in Hygiene, or equivalent degrees recognized by the Trustees of the University of Pittsburgh to be awarded graduates of the GSPH.

  2. Faculty
    Members of the faculty shall be elected at the annual meeting. The total number of faculty members elected in any one year may not exceed the lesser of three percent (3%) of the full time faculty or five (5).

  3. Alumni
    The Chapter may elect each year to membership at the annual meeting a maximum of ten (10) graduates of the GSPH whose work in the practice of public health would serve as a model for future graduates of the School.

B. Delinquent and inactive members
Members who fail to pay dues for any year within ninety (90) days after the sending of dues notices shall be considered delinquent and ineligible to vote, hold office, or chair committees. Delinquent members may return to active status by paying the dues for the current year. Members who fail to pay dues for two years in a row will be considered inactive and removed from the Chapter mailing list. An inactive member may return to active status by paying the dues for the current and past year.

C. Honorary members
The Chapter may nominate honorary members to be elected by a unanimous vote of the National Council. This membership shall be limited and conferred only upon persons possessing exceptional qualifications who have attained a meritorious distinction in the field of public health.

VIII. Initiation Fees and Dues
A. Initiation Fees
The initiation fees for each category and sub-category of members shall be set annually by the Executive Committee. The initiation fee for students elected to membership shall be paid by the Chapter.

B. Dues
Annual dues for active members, other than students in the year of their election to membership, shall be determined by the Executive Committee.

C. Emblems of membership
Each member shall pay the cost of any emblem of membership in the Society.

IX. Amendment of Bylaws
These bylaws may be amended by a majority vote of the active members of the Chapter present and voting at the annual meeting at which a quorum is present.

X. Adoption
These bylaws shall be adopted upon an affirmative vote of a majority of the Chapter members present at a meeting at which a quorum is present, provided that copies of these bylaws as proposed are distributed to members eligible to vote at least five (5) days prior to such meeting.
